CHARLESTON, W.Va. (WBOY) — Governor Jim Justice has declared a State of Emergency for all 55 counties in West Virginia ahead of a winter storm heading for the Mountain State. “Our top priority is safety, and all state agencies are pulling the rope together to stay ahead of the challenges we may face,” Justice said in a statement.
