We've heard about the so-called Black Divine in previous Dragon Age games, it seems like we actually meet him in The Veilguard.

For most of these quests, you must talk to someone or read a note to begin. However, it's entirely possible to begin a quest with a battle. At least, that's the case for "Mercenary Intent," a quest that takes place in the Dock Town of Minrathous in Dragon Age: The Veilguard.
